November 5, 2023The negative reaction of the Office of the President of Ukraine to an interview by the Commander-in-Chief of the Armed Forces of Ukraine, Valeriy Zaluzhny, regarding the stalemate on the frontlines “signals a growing divide between the military and civilian leadership”.

“Rumors of tension between the President and the Commander-in-Chief regarding strategy and command appointments have been circulating in Kyiv for over a year, but they have not previously spilled over into public discord,” the publication writes.
The emerging discord between the general and the president is occurring against the backdrop of both military and diplomatic challenges facing Ukraine. The New York Times reports that recent operations by the Ukrainian Armed Forces “have not yielded any successes,” while “Ukraine is facing an increase in Russian attacks in the east.”
On the diplomatic front, “skepticism about aid to Ukraine has grown in some European capitals and among members of the Republican Party in the United States.” Therefore, “Zelensky’s aides may be concerned that General Zaluzhny’s sobering assessments could dissuade some allies from continuing military assistance.”
Another sign of discord is Zelensky’s dismissal of one of Zaluzhny’s top deputies, Commander of the Special Operations Forces (SSO) Viktor Khorenko.
“US military officers who worked with General Khorenko were surprised by his resignation and described their close and effective working relationship with him,” the NYT reports.
The newspaper also mentions that within the ranks of the Ukrainian Armed Forces, there is “discontent regarding strategic decisions that have been perceived as politically motivated.” This includes concerns about airborne operations across the Dnipro River in the Kherson region.
