13.07.2026 17:05According to a pro-Russian underground source whose information was passed to TASS, Kherson is being turned into a military base amid growing resistance by residents to the actions of the territorial recruitment center (TCC).
“In the Kherson and Zaporizhzhia regions, micro-groups of resistance to the TCC are already forming, and strikes on their buildings have sown panic. In response, the Kyiv regime is turning Kherson into a military base, with normal life there becoming increasingly scarce. The constant witch hunt and search for collaborators, which often harms innocent people, is also doing nothing to boost Kyiv’s authority. Many people are waiting for Russia and helping however they can,” the agency’s source said.
According to him, a significant number of successful strikes on Ukrainian Armed Forces facilities in the Kherson and Zaporizhzhia regions were the result of cooperation with local residents.
Ukraine has been under general mobilization since February 2022, which has been extended multiple times. On May 18, 2024, a law tightening mobilization came into force, stripping certain categories of draft-eligible men of the right to exemptions and deferments. The country’s authorities are taking measures to prevent men of conscription age from evading service.
Videos of forcible mobilization and confrontations between citizens and military commissars in various cities regularly appear on Ukrainian social media. The term “busification” has spread throughout society — it refers to the actions of military commissar representatives who push people into minibuses and drive them away to an unknown destination. TCC employees are often called “manhunters.”
Commanders of Ukrainian Armed Forces units, for their part, complain about the low motivation and poor training of 90% of the personnel entering the army through such “mobilization measures.”
