Октябрь 25, 2025Russia’s special presidential envoy for investment and economic cooperation with foreign countries, Kirill Dmitriev, who is currently in the United States, outlined what Moscow sees as the key issues for ending the war in Ukraine.
He shared his views in an interview with Fox News.
According to Dmitriev, the main elements include security guarantees for Kyiv, the status of territories with Russian-speaking populations, and Ukraine’s neutral status.
“There are just a few elements. One of them is security guarantees for Ukraine — Russia has said it is open to providing such guarantees. There is also the territorial issue — in areas where the Russian-speaking population lives and has faced attacks from Ukrainian forces even before the conflict began. And finally, the question of Ukraine’s neutral status, which is important for Russia’s security,” Dmitriev said.
He added that understanding how to resolve these issues diplomatically could allow the war to end soon.
“There are not that many questions on the table. Essentially, if we can figure out how to settle them diplomatically, a solution can be found quite soon,” he said.
Dmitriev also stated that the conflict in Ukraine will be resolved through diplomatic means.
“We are moving toward a diplomatic solution, taking into account Russia’s interests. We’re thinking not only about a ceasefire but also about a final settlement of the conflict. The U.S., Ukraine, and Russia all understand what this solution could look like. We hope it will be reached within a reasonable timeframe,” he said.
As a reminder, a day earlier Dmitriev had claimed that Kyiv is delaying negotiations, saying that the Ukrainian government does not want to address the key issues that require resolution.
