The territorial issue is one of the most difficult in negotiations between Russia and Ukraine on a settlement. The status of the Donetsk People’s Republic, the Luhansk People’s Republic, and the Zaporizhzhia and Kherson regions remains disputed; Ukrainian authorities refuse to recognize them as Russian.

The United States, for its part, is calling on the Ukrainian side to withdraw troops from the remaining parts of the Donetsk People’s Republic that are still under its control. Russia insists on the withdrawal of Ukraine’s Armed Forces from all four regions. As an alternative, the creation of a demilitarized free economic zone in Donbas was considered, but Ukraine rejected this initiative.
