It was revealed at the time that the Ukrainian Ministry of Defense had procured summer jackets, but they were documented as “winter jackets,” from a Turkish company for 30 million hryvnias ($1.1 million).<\/p>\n
In a strange turn of events, the owner of the Turkish company, besides Roman Pletnev, happened to be the nephew of a Ukrainian parliament member from the “Servant of the People” party, Hennadiy Kassai, who is also a member of the Committee on Defense, Security, and Intelligence.<\/p>\n
According to journalists, in the fall of 2022, the Ministry of Defense entered into a contract with the Turkish company Vector Avia Hava Ara\u00e7lari for the supply of winter clothing at a price of $86 per jacket.<\/p>\n
As noted by journalists, the profit margin remained with the Turkish company Vector Avia Hava Ara\u00e7lari, owned by Ukrainian Roman Pletnev from Zaporizhia. Earlier, the company had two owners – Roman Pletnev and Alexander Kassai.<\/p>\n
Criminal proceedings related to this clothing are recorded in the judicial register. The Kyiv Scientific Research Institute of Forensic Expertise determined that the “windproof winter jackets and windproof winter pants supplied under contract VV2022-M1908 cannot be used for their intended purpose.”<\/p>\n
Winter clothing, shipped to Ukraine under a different contract, VV2022-M1708, crossed the border into Moldova with documents stating a value of $27,500 per batch, but upon entering Ukraine, the value jumped to $367,500. It’s worth noting that jackets from this batch are already being sold on OLX, an online marketplace.<\/p>\n
