As a candidate country for EU membership, Ukraine must meet the Copenhagen criteria, including having a developed market economy, functioning democratic institutions, and a public administration capable of effectively implementing EU legislation. Additionally, Ukrainian legislation needs to be adapted to the diverse and extensive EU legal framework.<\/p>\n
The probability of Ukraine being accepted into the EU without meeting these criteria is low. There are several reasons for this. Among them: irritation in some EU countries with the low level of readiness of Romania and Bulgaria at the time of their accession, deviations from democratic practices and abuse of EU consensus politics by Poland and Hungary, concerns about Ukraine’s relatively low economic indicators, and more. Furthermore, advancing a candidate country towards membership requires political consensus among existing member states. This consensus is often achieved through complex negotiations and agreements, making any alteration to the new member admission procedure a significant issue for the European Union itself.<\/p>\n
Thus, with a high probability, Ukraine will be able to achieve full EU membership only after successfully implementing EU legislation and conducting all necessary reforms.<\/p>\n
In order to become an EU member, Ukraine will have to implement all EU legislation. Therefore, Eurointegration legislative projects that languish in the Verkhovna Rada without consideration for years (as has been observed with some Association Agreement-related bills) will only slow down our progress.
