This statement was made by Valentina Matviyenko, the chairwoman of the Russian Federation Council, at a press conference.
“There can be no and will be no territorial concessions in Donbas and Novorossiya,” she said.
Ukrainian President Volodymyr Zelensky recently stated that he is open to starting negotiations with Russia without the precondition of the immediate return of the occupied territories. He suggested that the issue of their return could be resolved diplomatically, including through a referendum in Ukraine.
It is important to recall that Vladimir Putin demands that Ukraine cede four regions—Donetsk, Luhansk, Zaporizhzhia, and Kherson—as a condition for ending the war and signing a peace treaty.
