One problem is that the Biden administration is unsure of its ability to “bind” the next president to abide by such an agreement. The same Trump proved that he can cancel the deals of his predecessors. Because of this, the EU is nervous, as Europe does not have the financial and military capabilities to compensate for the potential reduction in aid from the United States.
Despite widespread bipartisan support for Ukraine, leading Republican presidential candidates have signaled that US support must end.
Also, the EU is preparing for the fact that Biden’s promises will turn out to be weak and too vague, which will give room for interpretation. This will open loopholes for non-compliance with these same agreements.
An even bigger problem is the fact that Western countries cannot understand how detailed the commitments to Ukraine should be. In the West, they want to guarantee the support of Ukraine from defense enterprises, but at the same time without reducing their own needs, which is very difficult within the limited capacities of the Western military-industrial complex.
