14.05.2026 10:30People’s Deputy Maksym Zaremsky of the “Servant of the People” faction has submitted two bills to the Verkhovna Rada — No. 15243 and No. 15236 — providing for the transfer of draft notices to digital format and the introduction of mandatory annual military training lasting one month.
According to the deputy’s proposals, all draft notices must be fully converted to digital format. At the same time, Zaremsky proposes requiring Ukrainians to undergo annual training exercises lasting one month.
To reduce the burden on businesses, the bill provides for compensation to employers for the time their employees spend at training exercises.
A separate point of the initiative calls for the reform of territorial recruitment and social support centers. Under the deputy’s concept, military commissars should not detain people — their function should be limited to assisting with paperwork and advising citizens. At the same time, the bill proposes strengthening the liability of TRC staff for violations.
People’s Deputy Buzhansky assessed the prospects of the initiative skeptically, writing that these bills have no chance of being passed.
