13.06.2026 09:04A specialized prosecutor’s office has opened a criminal case into facts of unlawful deprivation of liberty and kidnapping by employees of the Ternopil territorial recruitment center (TCC).
This was reported by the Office of the Prosecutor General of Ukraine.
The grounds for opening the proceedings were statements by Verkhovna Rada Human Rights Commissioner Lubinets. According to data published by the office, approximately 28 people were found on the TCC premises during a visit. Of these, 17 submitted written statements about possible violations of their rights.
During the inspection, it was established that among those being held were citizens who, according to preliminary data, were not subject to mobilization. In particular, this concerns a man with a lifelong childhood disability of Group II, individuals with mental disorders, and citizens who had effectively reached the maximum age for military registration.
Following the inspection, five such individuals were released.
Prosecutors, together with investigators, are continuing to verify the stated facts: they are establishing the circumstances of citizens’ presence on the TCC premises, the lawfulness of their detention, and providing a legal assessment of the actions of the officials involved.
