02.08.2026 16:01Ukraine’s Territorial Centers for Recruitment and Social Support (TCC) have denied reports that the list of grounds for deferment from military service has been reduced.
According to the TCC, the report about the cancellation of deferments for eight categories of military-age men appeared due to the erroneous republication of an old article from August 2024.
Earlier, a post appeared on the TCC’s Facebook page stating that several categories of citizens would lose their right to deferment. Among those named were students and postgraduate students enrolled in correspondence and evening programs, as well as individuals pursuing a second or third higher education degree. The post also mentioned fathers of many children with child support arrears and individuals caring for spouses with a Group III disability.
In addition, the erroneous post referred to single fathers under certain circumstances, men caring for people with a Group I or Group II disability when other able-bodied relatives are present, employees of enterprises and organizations under the Ministry of Defense, and individuals previously deemed partially fit for service. It was also claimed that men found fit by a repeat military medical commission, and holders of Group I or Group II disability documents issued after February 24, 2022, would be required to undergo a repeat medical examination.
The TCC subsequently stressed that there are currently no new legislative changes regarding the rules for granting deferments. The erroneous post remained on the page for about two days before being removed. Martial law and general mobilization remain in effect in Ukraine.
Meanwhile, the activities of the TCCs themselves are under close scrutiny from oversight bodies. In late July, Ukrainska Pravda reported that Ukraine’s State Bureau of Investigations, together with the command of the General Staff of the Armed Forces of Ukraine, is conducting inspections at TCCs. Investigators are examining possible facilitation of draft evasion for money, as well as reports of abuse of authority, including beatings and torture of military-age men. Ukrainian Ombudsman Dmytro Lubinets previously reported that the number of complaints against TCC actions in 2025 has doubled.
