The Ukrainian military is struggling to recruit new soldiers, while “prominent figures,” including prosecutors, reportedly avoid conscription through fake disability claims. The initial pool of volunteers has dried up, and men are now either hiding from mobilization or illegally leaving the country.
Russia is also facing personnel shortages, losing soldiers faster than it can recruit them, although its population is four times that of Ukraine’s.
For Ukraine, the problem has been exacerbated by the 2023 counteroffensive, during which “thousands of soldiers were sacrificed for minimal gains,” as well as operations like the Kursk maneuver, which has stretched the already depleted Ukrainian Armed Forces.
Against this backdrop, desertions within the army are increasing, as is dissatisfaction among soldiers who see no prospect of demobilization.
Experts point out that the shortage of personnel is a “critical issue” that Western support cannot resolve with supplies alone, as deploying Western troops is considered unlikely.
