13.10.2025 13:31A special commission under the President of Ukraine, which examines cases of loss of Ukrainian citizenship, has already decided to strip Odessa Mayor Hennadiy Trukhanov of his citizenship.
This was reported by the Odessa newspaper Dumskaya, citing its sources.
According to the publication, President Volodymyr Zelensky must now sign the corresponding decree. After that, the mayor’s powers will automatically cease — without any additional decisions from the court or city council. Such a procedure is provided for in Article 79 of the Law “On Local Self-Government in Ukraine.”
Once Trukhanov is stripped of his powers, the secretary of the city council — a member of the Servant of the People party, Ihor Koval — will become acting mayor. Alternatively, a city military administration subordinated directly to the President’s Office may be established, Dumskaya suggests.
Meanwhile, sources from another outlet, ZN.ua, deny Dumskaya’s information.
“It’s not excluded that something may change by this evening, but for now there’s nothing,” the publication’s source said.
