September 13, 2023The law proposing to revoke deferments from military service for individuals pursuing a second higher education degree does not comply with European law.
This verdict was reached by the Committee on Eurointegration of the Verkhovna Rada regarding a project put forth by the President’s representative in parliament, Fedor Venislavsky.
The committee emphasized that this bill violates the principles of equality and non-discrimination.
In the committee’s letter, it is stated that individuals mentioned in the bill have equal rights and responsibilities and should “expect equal treatment in identical situations, without any differentiation based on age or the level of previously obtained education.”
To recap, recently, a bill introduced by Venislavsky in the Verkhovna Rada proposed to cancel deferments from mobilization for individuals pursuing a second higher education degree. Additionally, under this bill, deferment rights are revoked for graduate students and students who enroll in universities after the age of 30, even if they did not previously have a higher education degree.
The Minister of Education, Oksen Lisovyi, supported the mobilization of second-degree seekers, effectively accusing them of draft evasion.
