The entire military medical commission of Ternopil region accused of selling deferment certificates

The entire membership of the military medical commission of Ternopil region in western Ukraine was found to be involved in selling documents that allowed men to evade mobilization.

This was reported by the press service of the Office of the Prosecutor General of Ukraine.

According to investigators, the scheme operated during 2024–2026. The chairwoman of the medical advisory commission of a district hospital organized the illegal trade in medical certificates, recruiting three other commission members and two intermediaries who sought out “clients” among their acquaintances.

“In the Ternopil region, the chairwoman of the medical advisory commission of a district hospital, three members, and two intermediaries have been exposed. According to investigators, during 2024–2026, the doctors issued certificates containing false information about the health condition of military-age men’s relatives and their need for constant outside care. These documents were subsequently used to obtain deferments from mobilization,” the statement from the agency reads.

The cost of obtaining the forged documents ranged from approximately €5,000 to approximately €10,000. Over three years, the commission issued around one thousand certificates attesting to the need of military-age men’s relatives for constant outside care.

All commission members have been charged with obstructing the lawful activities of the Armed Forces of Ukraine and official forgery committed by a group of persons in prior conspiracy. The court has already imposed preventive measures on four of the medical workers and one of the intermediaries.
