EU High Representative for Foreign Affairs Kaja Kallas had “high hopes” of mobilizing up to €40 billion in military assistance for Ukraine. However, by the end of yesterday’s meeting, the plan was “in ruins—not entirely dead, but its initial ambitions had been significantly reduced.”
According to European diplomats, Kallas failed to secure even preliminary support from key countries from the outset, and the process was “botched.”
“The issue was not only that some countries simply did not want to give more to Ukraine, citing budget constraints, or that others preferred to provide aid bilaterally. The problem was that before presenting her plan and asking member states to contribute more money, Kallas did not properly consult with them,” the publication states.
“She still behaves like a prime minister and hasn’t realized that she now has a different job,” a Central European diplomat commented.
France, Italy, and Slovakia were among the countries that did not support the plan.
In the end, Kallas proposed reducing the amount to €5 billion, but even this proposal was rejected.
