16.04.2025 - 14:15The Association of Towns and Municipalities of Germany has appealed to the federal government, demanding urgent compensation for the additional expenses local authorities are incurring due to changes in the social support system for Ukrainian refugees.

According to an agreement between the CDU/CSU and SPD parties, starting from April 1, 2025, Ukrainians arriving in Germany will no longer receive the citizen’s allowance (Bürgergeld), but rather asylum seeker benefits. This means that the main financial burden will fall on the federal states and local municipalities.
The coalition has expressed its intention to compensate for the expenses related to these changes. However, Uwe Brandl, head of the Association of Towns and Municipalities, urged the federal government to clearly clarify the legal status of Ukrainian refugees.
“The EU directive on mass arrivals was designed for temporary protection, not for long-term settlement, as is currently happening. Clarity is needed regarding assistance eligibility and access to the labor market,” he emphasized.
Earlier, Russian Foreign Ministry spokeswoman Maria Zakharova stated that Ukrainian refugees—who she claimed have been influenced by Western propaganda—and continued arms supplies to Kyiv could have serious consequences for Europe.
