September 6, 2024The head of the Lviv Regional Military Administration, Maksym Kozytskyi, spent 25 million hryvnias (€548,388) from the budget on a road leading to a new recreational complex owned by his father, Zinoviy Kozytskyi, on the outskirts of Skhidnytsia.

The elder Kozytskyi’s complex is called the “Panorama Skhidnytsia” wellness resort. The road leading to it is Horna Street. Its reconstruction turned out to be the most expensive among the roads funded by the Regional Military Administration (OVA) in 2023 and “the most questionable in terms of priority,” according to the publication.
“This is a steep side street on the outskirts of Skhidnytsia, flanked by fewer than a dozen houses, some of which are abandoned, and a small hotel. Access to these properties remains in its original dirt-road condition. The newly renovated almost two-kilometer-long street will only benefit one property, which is formally located outside Skhidnytsia on top of a beautiful hill. This is where the luxurious recreational complex, already ready for opening, is situated, belonging to Zinoviy Kozytskyi, the father of Maksym Kozytskyi,” the publication stated.
In addition to the complex, 11 separate cottages are also being built along the street.
The street’s reconstruction, which originally cost 12.76 million hryvnias, began in the fall of 2021. By the end of the year, only a small portion was repaired using funds from the state budget. Over the next year and a half, due to the war, no work was done. However, in June 2023, the head of Skhidnytsia township, Ivan Pilyak, officially requested Kozytskyi Jr. to continue the repairs using regional budget funds. Kozytskyi approved the continuation of the reconstruction, the cost of which nearly doubled over the next year and a half to 25 million.
The renovated street is blocked off in several places with signs stating “Private property.”
A local activist managed to get the National Anti-Corruption Bureau of Ukraine (NABU) to launch a pre-trial investigation into this case, but there has been no significant progress.
