As the conflict in the Gaza sector intensifies, individual officials from the US and EU are questioning whether they can continue financing what, according to Ukrainian General Valeriy Zaluzhny, is at a standstill.
Even before the conflict in Israel, Ukrainian officials noted a “decreasing interest.” Now, signs of “political fatigue,” particularly in the US, are emerging. Since President Volodymyr Zelensky’s visit to Brussels in late September, there has been increased pressure on Ukraine to somehow pave the way to victory. However, progress on the ground has proven challenging, especially given the West’s inability to provide the promised volume of artillery ammunition.
European diplomats are preparing for a scenario where American support may diminish. They have “little optimism” that the US Congress will approve aid to Ukraine. However, the Europeans won’t be able to compensate for the weapon supplies.
Opinions from Russia are also cited. People in Moscow familiar with the situation believe that in the face of a prolonged war, the situation is shifting in Russia’s favor. According to them, Putin has two options: to persistently wear down his opponent and its allies or attempt a powerful push in the spring, which would likely require an unpopular mass mobilization.
However, many in Russia think that the authorities’ confidence in their ability to “outlast” the West is a dangerous self-deception. Over time, Ukraine’s importance as a US ally may grow.
Furthermore, Russia reportedly lacks sufficient ammunition for a significant offensive this year and is unable to independently meet its massive expenditure. Moscow won’t be able to sustain its current level of spending indefinitely to support its state expenses.
Ukrainian authorities, on the other hand, are disappointed that some allies haven’t fully grasped the scale of the war and the strength of Russian defense lines. “Expectations for the offensive were too high,” stated one of President Zelensky’s closest aides.
