The U.S. Defense Intelligence Agency (DIA) believes that the war in Ukraine is heading toward a stalemate, as neither Kyiv nor Moscow possesses sufficient military resources to conduct large-scale offensive operations. This information comes from a report by the DIA.

According to the Pentagon, Russia has adopted a strategy of attrition against Ukraine and is likely to retain control of the territory it has captured. However, it lacks the necessary forces to threaten further advances into Ukrainian-held territory, such as toward Kharkiv.

On the other hand, Ukraine continues to struggle with a shortage of ammunition compared to Russia, making a large-scale counteroffensive by the Ukrainian Armed Forces unlikely within the next six months.

The report covers the period up to June 30, which means it predates the beginning of Ukraine’s offensive in the Kursk region.

Meanwhile, Western media outlets suggest that the Ukrainian offensive in the Kursk area has weakened Ukrainian forces in the Donbas region.
