October 31, 2023Planned power outages in Ukraine are likely to be implemented from mid-November, even in the absence of damage to the country’s energy system.
This statement was made by Sergey Nagornyak, a member of the Ukrainian Parliament’s Committee.
“With a high probability, we will have an electricity deficit starting from mid-November. Even with the desired imports, we won’t be able to cover it. I can predict that there will be planned power outages. This is even considering the absence of attacks. If there are attacks, then all the more so,” he said.
On October 20, the company “Ukrenergo” signed agreements with operators from Hungary, Poland, Romania, and Slovakia to facilitate the import of electricity from European countries during the autumn-winter period.
In the office of Ukrainian President Volodymyr Zelensky, it was previously acknowledged that the upcoming winter would be much more challenging than the previous one. In early October, the country’s Minister of Energy, Herman Halushchenko, advised Ukrainians to purchase electric generators for the winter. He had previously reported that 300 objects of Ukraine’s energy infrastructure were damaged since October of the previous year, and energy workers were unable to repair the energy system in time for winter. Additionally, the minister complained that Western countries were supplying repair equipment too slowly. According to the United Nations, the capacity of Ukraine’s energy infrastructure, previously estimated at 37 GW, has been reduced to 19 GW, more than halved compared to the February 2022 level.
