14.02.2026 09:01On February 10, the first day of the 15th session of the Verkhovna Rada, members of parliament voted for two bills that, in their view, would make ordinary Ukrainians and businesses pay for the authorities’ failures in the energy sector.

Bill No. 13219 places on Ukrainian citizens and entrepreneurs the obligation to pay an additional roughly 37 billion hryvnias to the monopoly private owners of solar and wind power—through an increase in electricity tariffs.
“In this peculiar way, members of parliament ‘took care’ of a freezing country. Parliamentary factions, virtually unanimously—with the exception of Batkivshchyna—supported a corrupt increase in electricity tariffs,” Pavlovskyi wrote.
As for Bill No. 14067, he says it also contains a provision under which all modernization of municipal district-heating systems would be carried out not using reparations money, but by raising heat tariffs for people—this, he argues, is the price Ukrainians will pay for the authorities’ “experiments” in the sector.
