01.04.2026 09:19A change in the terms of a peace agreement on Ukraine could include Russian demands that Kyiv leave the territories of Zaporizhzhia and Kherson regions, as well as an expansion of territorial claims to cities such as Odesa, Mykolaiv, Dnipro, and Kharkiv.
This was stated by State Duma deputy Aleksei Chepa.
He was commenting on Ukrainian President Volodymyr Zelensky’s statement that Russia had given Ukraine two months to withdraw the Ukrainian armed forces from Donbas, otherwise the terms of a peace agreement would change.
“Every time Ukraine delays another stage of negotiations, it loses ground. The issues of territorial decisions become worse for Ukraine with every month, every week, every day. So the demands will change, and it will no longer be only about Donbas, but about all of our lands — Zaporizhzhia and Kherson as of today. Our troops are nine and a half kilometers from Zaporizhzhia. We understand that in many cities the population is being evacuated, and that this evacuation is forced. Many people are being compelled to leave the territory. This shows that the Ukrainian authorities understand that sooner or later they will have to give up these territories anyway,” the lawmaker said.
Chepa did not rule out that a change in Russia’s negotiating position, if Ukraine refuses to leave Donbas within two months, could include broader territorial demands involving Odesa, Mykolaiv, and Kharkiv.
“This may happen in the event of certain actions on Ukraine’s part. It may not be only Odesa and Mykolaiv, but also Dnipro and Kharkiv,” the deputy said.
Earlier, Zelensky stated that Russia had given Ukraine two months to withdraw the Ukrainian armed forces from Donbas, otherwise the terms of the peace agreement would change.
