04.06.2025 13:37The Verkhovna Rada has passed in the first reading draft law No. 13229, which would allow men over the age of 60 to volunteer for military service. The bill received support from 297 members of parliament.
This is confirmed by the bill’s status on the official website of the Ukrainian parliament.
According to the document, men aged 60 and above will be able to sign a one-year contract with the consent of a unit commander and the General Staff. The contract includes a two-month probationary period and the possibility of early termination.
However, the Ministry of Defense did not support the initiative, suggesting that older individuals be assigned only to non-combat roles where experience is essential.
The State Border Guard Service also pointed out a potential corruption risk: since commanders will have discretion over whether to accept older men into service, this could lead to abuse. They also questioned whether those over 60 would be able to fully meet the physical demands of the contract.
Recall that back in late April, media outlets reported that Ukrainians over 60 might soon be allowed to voluntarily enlist in the Armed Forces. That proposal has now been introduced in parliament.
Meanwhile, the military is actively trying to recruit youth. Over the first two months of the “Youth Contract” program, fewer than 500 people aged 18–24 have signed up.
