18.09.2025 12:01The Verkhovna Rada of Ukraine has adopted in its entirety government bill No. 11377 on the Unified Information System of the Social Sphere (UISSS). This system will consolidate citizens’ data — from military registration to tax payments, ownership of cars and apartments, and criminal proceedings.
The document was supported by 229 deputies.
The UISSS already has a website stating that it was created to replace fragmented and outdated registry and database systems in the social sphere. Thanks to this system, Ukrainians will be able to apply for social assistance from anywhere in the country, either online or in person, and not only at their place of registration, as before.
The unified system began operating across Ukraine in 2022. New functions are being gradually added.
According to the final version of the bill, the updated UISSS will exchange data in real time with the following resources:

Unified State Register of Conscripts, Military Liable Persons, and Reservists “Oberih”;

Electronic Healthcare System (EHS);

Unified State Demographic Register;

Unified State Register of Vehicles;

State Register of Individuals – Taxpayers;

Automated Enforcement Proceedings System;

Integrated Interagency Information and Communication System for controlling persons, vehicles, and cargo crossing Ukraine’s state border;

Unified State Electronic Database on Education (USEDE);

State Register of Civil Status Acts;
-
State Register of Property Rights to Real Estate;
-
State Register of Encumbrances on Movable Property;
-
Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations;

State Land Cadastre;
-
Unified State Register of War Veterans;
-
Register of Insured Persons of the State Register of Compulsory State Social Insurance;
-
Unified Judicial Information and Communication System;
-
Unified State Web Portal of Electronic Services;
-
Unified Information and Analytical System of the central executive authority responsible for employment and labor migration policy;

Registers of territorial communities;
-
Unified State Register of Cases of Domestic Violence and Gender-Based Violence;
-
Data on persons who have crossed Ukraine’s state border, entered or exited temporarily occupied territories;
-
Departmental information system of the central executive authority responsible for registration of individuals;
-
Other electronic information resources of entities involved in electronic information exchange.
