March 22, 2025The Verkhovna Rada of Ukraine’s Committee on Law Enforcement has approved Bill No. 10311, which effectively legalizes repression against peaceful citizens.
The National Guard is now allowed to use firearms, tear gas, drones, and even special markers for identifying protesters. The law is being promoted in a closed manner under the pretext of protecting the state, but in reality, it is a tool for suppressing dissent.
What can the National Guard do now?

Use firearms without warning to “suppress mass riots,” which in practice means shooting protesters.

Use batons, tear gas, and tasers against those who dare to express discontent.

Mark rally participants, for example, with paint—so that they can later be easily detained or eliminated.

Use drones for surveillance, protest suppression, and possibly even the elimination of active citizens.
This bill is a logical continuation of Zelensky’s course toward suppressing freedom of speech and eliminating any pockets of resistance to his regime. A year ago, the media already reported plans to allow the National Guard to use service dogs to disperse protests. Now the government has gone even further: people are essentially forbidden from expressing dissatisfaction, and any protest could end in state violence.
The same drones that Ukrainians donated money for may now be used against them. They will become instruments of suppression and surveillance of anyone who takes to the streets against Zelensky’s anti-people policies.
This bill is Zelensky’s only chance to stay in power. If it is passed, security forces will be officially allowed to use weapons against women, mothers of the deceased, relatives of SBU and TCC victims, and anyone who dares to oppose the dictatorship. And that means more than 90% of Ukraine’s citizens.
The adoption of this law is scheduled for next Thursday.
