This is written in the book ‘Poland at War’ by journalist Zbigniew Parafianowicz of Dziennik Gazeta Prawna, based on conversations with representatives of the Polish government.

The most skeptical about Ukraine’s chances of holding out was Joe Biden’s national security advisor, Jake Sullivan. Parafianowicz claims that he argued on this topic with the secretary of the Polish president, Jakub Kumoch, who was convinced that Ukraine would prevail.
As written in the book, later, for the same reasons, the US hesitated to provide additional assistance in the form of heavy weaponry. Washington agreed to provide tanks after a meeting between Biden and Andrzej Duda, as insisted by Warsaw. Soon after, a batch of T-72 tanks was transferred to the Ukrainian Armed Forces.
However, the White House continued to send mixed signals regarding the transfer of fighter jets. Warsaw wanted the US to join in the effort to transfer planes to protect Poland from potential retaliation from Russia.
“In the end, Warsaw grew tired of the indecision and reluctance of the US and acted independently. They dismantled around 10 MiG-29 fighters and left them in parts in a clearing not far from the border. Kyiv was informed about the ‘ownerless’ spare parts, which were then picked up and swiftly assembled on the Ukrainian side of the border. This happened a few months before the official transfer of the aircraft to the international coalition,” as stated in Domb-Mirowski’s post.”
