According to business representatives, without a certificate from the Territorial Recruitment Centers (TRC), vehicle registration is impossible. However, in attempting to obtain this certificate, companies risk having their vehicles mobilized for military use, or the employee sent to collect the certificate may face personal mobilization.
Serhii Dorotych, head of the public organization SAVEFOP, explained that entrepreneurs often have to resolve this issue through payments to avoid problems with recruitment offices. For so-called “protection” from the mobilization of vehicles and staff, businesses pay between 10,000 and 30,000 UAH per month, depending on the number of vehicles.
Rostyslav Kravets, a representative of the law firm Kravets and Partners, confirms that the legislation requires all legal entities’ vehicles to be registered with the TRC. New rules, which came into effect in May, have tightened control over transportation, including the requirement to coordinate the movement of vehicles between regions.
For private individuals, the situation is less severe. Officially, TRC certificates are not required for vehicle registration, but there are instances where vehicle owners are asked to “resolve” the issue with additional payments at local offices.
