Thousands of IDP families may be denied child payments due to re-displacement requirement

Families that received internally displaced person status back in 2014 but did not change their place of residence after the full-scale invasion risk being denied child assistance payments.

This is reported by RBC-Ukraine, citing Cabinet of Ministers Resolution No. 390.

Cabinet of Ministers Resolution No. 390, dated March 18, 2026, amended the procedure for providing housing assistance to IDPs. The document provides for the possibility of reinstating payments for children who previously received such assistance or lost their entitlement to it. However, reinstatement of payments requires the simultaneous fulfillment of several conditions.

The family must meet one of the established requirements related to their displacement history. In addition, a means-tested criterion applies: the maximum income must not exceed four subsistence minimums for incapacitated persons per person — in 2026, this amounts to approximately €203 per month.

For children under 6 years of age (and for children with special educational needs, under 7–8 years of age), assistance is granted regardless of the status of the locality of residence or the format of education. For children aged 6 to 18, payments are granted only if additional conditions related to place of residence and format of education are met.

A key feature of the resolution is that the criteria for reinstating payments take into account the displacement history of the entire family, not of the individual child. This means that if a family did not undergo re-displacement from territories included in the relevant list, a child born even after 2022 will not be entitled to the payment — because the basic family-level condition has not been met. If at least one of the stipulated conditions is not met, the Pension Fund authority has the right to deny the assistance.

Certain categories of displaced persons need to monitor not only their displacement conditions but also the currency of their personal data. In July, payments to some displaced persons may be suspended if they do not update their information in a timely manner.

Recently, Ukraine officially launched a pilot social housing project for IDPs, under which local communities will purchase vacant homes and transfer them to displaced persons. The Verkhovna Rada also passed draft law No. 12301, which comprehensively updates IDP legislation; in particular, it allows displaced persons to exercise their rights regardless of whether they are registered.
