November 30, 2023The Ministry of Finance reported that in November 2023, the Ukrainian state budget acquired approximately $2 billion in external financing.
Contributors in November 2023 included the European Union with $1.6 billion, a guarantee from the United Kingdom through the World Bank mechanism amounting to $400 million and $5 million from the World Bank itself. The EU’s contribution constitutes the tenth installment within the extensive Macro-Financial Assistance (MFA) program for 2023, which totals 18 billion euros. Ukraine has already received 16.5 billion euros through this initiative.
The repayment period for the loan is set at 35 years, with the EU countries compensating Ukraine for interest and other debt servicing payments. These funds are earmarked for priority state budget expenditures, such as social protection, humanitarian needs and wages in the education and healthcare sectors. The UK’s guarantee forms a part of the fifth supplementary funding under the World Bank’s “Support for State Expenditures to Ensure Sustainable Public Administration in Ukraine” (PEACE in Ukraine) project.
This loan is slated for repayment over 19 years with a five-year grace period, contributing a total of $1 billion in financial assistance under the UK guarantee for the current year. Financing received from the World Bank represents an IBRD loan within the “Health System Strengthening and Life Saving” (HEAL Ukraine) project. Around $50 million has been acquired within the collaborative project with IBRD in 2023.
