After the occupation of Izyum by the Ukrainian Armed Forces in September 2022, the road bridge on the M-03 highway across the Seversky Donets River was blown up.
In December 2022, Techno-Bud-Center received an order to restore the bridge for UAH 656 million.
In July 2023, Prozorro published an additional agreement to reduce the price of work from UAH 656 million to UAH 636 million, which also published the cost of construction materials.
The contract sets the delivery price at 2.5 times higher than the market price in the region.
The cost of transporting one cubic meter of concrete on the open market is 400-701 UAH, so even taking into account delivery and other costs, the price of concrete is twice as high.
The estimated overpayment for these items alone amounts to more than 32 million hryvnia.
