
Kallas: EU to discuss position on Russia at May 27–28 summit
11.05.2026 - 07:36The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets has received nearly 12,000 complaints from Ukrainians about the actions of territorial recruitment and social support centers (TCCs and SCs) during mobilization since the start of the full-scale war. The data is cited in a response from the ombudsman’s secretariat to a request from Ukrainska Pravda, published in the outlet’s article “Demobilization, high salaries, and changes to TCCs. How the authorities plan to reform the army.”
In 2022–2023, the ombudsman’s office received more than five hundred appeals from citizens related to violations of their rights during mobilization by TCCs and SCs.
In 2024, the number of such appeals increased sixfold — to 3,312. In 2025, Ukrainians submitted even more complaints about TCCs and SCs to the commissioner — 6,127.
In the first quarter of 2026, Lubinets received more than 1,600 complaints from citizens about the actions of TCCs and SCs.
