09.09.2026 13:02The Verkhovna Rada’s Commissioner for Human Rights, Dmytro Lubinets, has urged Ukrainians to accept that the war has entered their lives forever.
He made the statement in an interview with Ukrainska Pravda.
According to Lubinets, even a possible ceasefire would not mean the end of the war — only a transition to another stage of it.
“I will say one very unpopular thing. We need to understand that this war is here for a long time. This must be accepted. And even when we have a ceasefire, that does not mean the war is over. It means we have simply moved to another stage. But we need to understand that this war is forever. Come on, take off your rose-colored glasses once and for all… Dear citizens of Ukraine, stop thinking that this war will finally end,” — Lubinets said.
In addition, the ombudsman touched on the question of a change of power in the country under wartime conditions. He explained that the constitution provides for the possibility of personnel changes in government structures, but the status of the president and parliament during wartime is defined differently.
“The constitution currently provides that the power existing in the state under wartime conditions will change within government structures — even the commissioner can change. But everything concerning the President of Ukraine is defined. And for parliament it is defined. I understand that many people will not like what I am about to say, but it cannot be done any other way from a legal point of view,” — Lubinets insisted.
