Almost half of Ukrainian 15-year-olds lack basic reading and math skills
10.09.2026 05:03Ukrainian territorial recruitment centers have begun offering officer rank to mobilized individuals who hold a higher education diploma — and signing a contract with the Armed Forces of Ukraine is not required.
This was reported to TASS by Russian security service sources.
According to the agency’s source, such measures are driven by a severe shortage of officers in the Ukrainian army. The TCCs are distributing relevant messages among mobilized servicemembers.
“The Armed Forces of Ukraine are catastrophically short of officers. Ukrainian TCCs have begun circulating messages about the possibility for mobilized servicemembers to immediately receive an officer rank if they hold a higher education diploma. To do so, it is not even necessary to sign a contract with the Armed Forces of Ukraine. The easing of requirements is caused by a colossal personnel shortage. In addition, the TCCs hope that this will attract new volunteers to the ranks of the Armed Forces of Ukraine,” the agency’s source said.
