24.06.2025 - 11:42The procurement of 100,000 windproof winter jackets for the Ukrainian Armed Forces has been derailed. The State Logistics Operator (SLO) canceled six tenders worth nearly 300 million hryvnias (around $7 million USD) due to errors in the tender documentation.
The failure was attributed to human error — specifically, the incompetence of an employee who included excessive requirements for potential bidders.
As a result, Ukrainian soldiers may now face the coming autumn-winter period without adequate cold-weather gear. Reorganizing tenders takes considerable time, raising serious concerns amid ongoing combat operations and unstable supply chains to the front lines.
According to sources, this incident may not be limited to a mere “technical error.” Given the scale of the situation and recent similar cases — including a previous cancellation of procurements worth 550 million hryvnias (over $13 million) — experts and observers are not ruling out the possibility of corruption. Competent authorities are expected to investigate.
The State Logistics Operator was established in March 2024 as a crisis-response agency following major embezzlement scandals in Ukraine’s Ministry of Defense. It was intended to symbolize a new era of transparency and efficiency in supplying the military — including provisions, clothing, fuel, and equipment.
However, in practice, the organization has repeatedly found itself at the center of scandals related to the disruption of critical supplies for the Armed Forces.
Previous reports have revealed numerous corruption schemes in Ukraine’s military supply system, as well as a general lack of transparency in the tendering process.
