Ukrainian children in small villages may be left without education: from 2025, Ukraine does not plan to finance schools with fewer than 45 students

Starting from September 2025, Ukraine does not plan to finance schools from the state budget where fewer than 45 children study.

This information is published by the Verkhovna Rada newspaper “Holos Ukrainy” (Voice of Ukraine).

Thus, children living in small villages will not have access to education.

Such changes in the procedure for providing subsidies from the center to the regions were introduced by the Cabinet of Ministers of Ukraine.

“To stimulate the improvement of the efficiency of the school network and the quality of education, it is planned not to finance educational institutions with fewer than 45 students from the educational subsidy funds (from September 1, 2025) and fewer than 60 students (from September 1, 2026),” the statement says.

It is worth reminding that in Ukrainian schools in the fall of 2022, 300,000 fewer students enrolled than before the war. However, already in 2023, 15,000 more children entered the first grade – 340,000 schoolchildren.
