In reality, this pertains to an existing package that is stalled in Congress due to disputes over the border. In other words, these funds are not available and have not been provided yet. The mentioned amount is the potential allocation to Ukraine, and the exact extent remains unknown.
Yellen stated that within the frozen funds, a sum of $11 billion is earmarked for economic assistance to Kyiv. She “emphasized the importance of Congress taking action on financial support to Ukraine as soon as possible,” as reported by Reuters.
