October 23, 2023In Ukraine, leaders of military conscription offices have been found to have unjustified assets amounting to more than 255 million hryvnias (approximately 6.6 million euros) over the course of six months.

This information has been reported to law enforcement authorities. Specifically, the leadership of the recruitment centers in the Odessa, Mykolaiv, Dnipropetrovsk, Poltava, and Lviv regions have come under suspicion.
In July 2023, the State Bureau of Investigations raised suspicions against the former head of the Odessa Regional Territorial Recruitment Center, Yevheniy Borisov, for unlawful enrichment exceeding 188 million hryvnias (approximately 4.9 million euros) and willful evasion of duty. The allegations were based on materials from the National Anti-Corruption Bureau. The former Odessa military commissioner gained notoriety after a journalistic investigation revealed that his mother had become the owner of a villa in Spain worth 3.7 million euros the previous year.
Subsequently, the National Anti-Corruption Bureau targeted his subordinate, Denis Halushko, for a lifestyle check, which revealed signs of a corrupt criminal offense, indicating his unjust enrichment of over 14 million hryvnias (approximately 361.7 thousand euros). His close family members, including his wife, mother, mother-in-law, and son, became owners of high-value vehicles and real estate without having legitimate sources of income to account for these assets.
In October, the National Anti-Corruption Bureau identified indications of corrupt criminal offenses suggesting unlawful enrichment for the head of the Malinovsky District Territorial Recruitment Center in Odessa, Vyacheslav Kushnerov. Property and vehicle ownership of his wife, mother, mother-in-law, and son were discovered.
The National Anti-Corruption Bureau also uncovered signs of unjust enrichment amounting to almost 8.5 million hryvnias (about 219.6 thousand euros) concerning the leader of the Dnipropetrovsk Regional Territorial Recruitment Center, Anatoliy Pykal. Close relatives, including his father and wife, acquired both movable and immovable property over the past few years, the legitimacy of which they couldn’t prove.
Another public official subjected to a lifestyle check by the National Anti-Corruption Bureau was the Deputy Chief of the Poltava Regional Territorial Recruitment Center. It was revealed that the declarant and his spouse acquired several pieces of real estate from 2020 to 2022. The difference between the value of the assets and the family’s official income amounts to over 4.4 million hryvnias (about 113.7 thousand euros).
In total, during the lifestyle monitoring of the leaders of the territorial recruitment centers, unjustified assets and signs of unlawful enrichment totaling 255,629,000 hryvnias (about 6.6 million euros) were uncovered.
