03.10.2026 09:05The State Migration Service of Ukraine (SMS) has announced that men between the ages of 18 and 60 who are waiting abroad for an already-issued passport will not receive the document without a valid military registration document and the corresponding data in the “Reserve+” system.
This was stated in an official press release from the agency.
The SMS had planned to complete the restoration of full and stable operation of its information systems following a technical failure by the end of October 2. The electronic queue will be transferred with the current order preserved — there is no need to re-register.
At the same time, it became known that overseas branches of the state enterprise “Document” have stopped accepting applications for Ukrainian passports. This was reported by a Ukrainian woman based in Berlin, who said the cause was a system failure and that the timeline for restoring its operation is unknown. Those who had already booked appointments for passport processing are having their bookings moved to late November or early December.
Social media users have suggested that the failure is connected to strikes on data centers located in Ukraine. However, this version has not been officially confirmed.
The outlet previously reported that at the end of September, passport processing in Ukraine was suspended until September 30 due to internet connectivity problems.
