22.12.2025 15:01Ukraine’s National Security and Defense Council (NSDC) Secretary Rustem Umerov reported the completion of a series of productive meetings held by the Ukrainian delegation in Florida with representatives of the United States and Europe.
In addition to the NSDC secretary, Ukraine was represented in the talks by the Chief of the General Staff of the Armed Forces of Ukraine, Lieutenant General Andrii Hnatov.
On the U.S. side, the talks involved special envoys Steven Witkoff and Jared Kushner, as well as White House representative Josh Gruenbaum. National security advisers from European countries also joined the discussions to coordinate a common strategy. In the Ukraine–U.S. format, the main focus was on preparing four strategic documents:

an updated 20-point plan;

a multilateral framework agreement on security guarantees;

a bilateral security agreement with the United States;
-
an economic development plan (a “prosperity plan”).
Participants also separately discussed the timelines and sequence of further steps toward achieving a sustainable peace.
Umerov emphasized that the priority remains stopping the killing, creating a reliable security system, and establishing conditions for large-scale reconstruction of the country. He noted the importance of U.S. leadership and close coordination with all partners at the next stages of implementing the agreements.
The day before, Ukrainian President Volodymyr Zelensky said that Russia is incapable of changing its position on its own. According to him, the Kremlin—both in the past and now—sees only the complete occupation of Ukraine and the destruction of its independence.
