The draft law is currently under development and may be submitted to the Verkhovna Rada in late June or early July.
Members of Parliament have stated that the military tax is planned to be raised from 1.5% to 5%. A similar 5% tax rate may be introduced for sole proprietors (ФЛП). Additionally, there are “ongoing discussions” about raising VAT by 2-3%.
The key reason for these proposed increases is to meet growing military needs. One member of the Verkhovna Rada’s finance committee estimates the additional budgetary requirements at 400-500 billion hryvnias (9.28 billion euros – 11.6 billion euros). Of this amount, 400 billion hryvnias are needed solely for the procurement and repair of military equipment.
It is worth noting that the Speaker of the Verkhovna Rada, Ruslan Stefanchuk, previously stated that each Ukrainian serviceman should be supported by eight taxpayers on the home front.
