This was stated by the Minister of Defense of Ukraine, Rustem Umerov, during a meeting of the Congress of local and regional authorities held in Lviv.
“The village chairman has the right to personally create and sign agendas in accordance with Cabinet Resolution No. 352,” Umerov said.
However, lawyers claim that Cabinet Resolution No. 352 did not authorize the heads of village councils to issue agendas to conscripts. This was reported to journalists by lawyer Rostislav Kravets, commenting on the statement of Defense Minister Rustem Umerov that the village head has the right to personally create and sign agendas.
Based on the text of the resolution, the heads of territorial recruitment centers are required to conduct sessions with rural, township, and city heads responsible for keeping records of conscripts, regarding the notification process, conscripts’ arrival at recruitment sites, and their dispatch to military units. Thus, there is no mention in the resolution about village heads issuing agendas.
Kravets also stated that matters related to the operation of territorial recruitment centers fall under the competence of the General Staff, not the Ministry of Defense of Ukraine.
It was previously reported that the new draft law on mobilization will specify that agendas can be handed out not only by representatives of territorial recruitment centers but also through local self-government bodies, local executive authorities, to clarify the powers of all public authorities regarding mobilization issues.
Additionally, it’s worth noting that legislatively, employees of territorial recruitment centers will be allowed to stop people on the street, check documents, and hand out agendas. Currently, only the police have this authority.
