US proposes lifting sanctions on shadow fleet and unfreezing Russia’s assets
15.10.2026 07:31Vladimir Zelensky has stated that Ukraine will resume strikes on Russian oil refineries, which had previously been suspended at Washington’s request.
The Ukrainian president made the announcement in an interview with the Financial Times.
“The ban is lifted. We’ve had enough,” — Zelensky said.
According to him, Ukraine had refrained from attacking Russian energy facilities for three days in compliance with the American side’s wishes. During that time, however, Russia continued to strike Ukrainian energy infrastructure.
At the same time, Zelensky acknowledged that Ukraine might still agree to halt strikes on Russian energy facilities even if Russian army attacks continue — but only if one minimum condition is met: the provision of additional interceptor missiles for Patriot systems.
Ukrainian military Telegram channels have already reported a nighttime strike on the Ryazan oil refinery. The Russian side confirmed an attack on the region but did not mention the refinery in its statements.
In the same Financial Times interview, Zelensky also addressed the issue of restricted Starlink communications for Ukrainian military personnel. According to him, this is due not to technical failures but to “political will.”
Earlier, Western media, citing American intelligence, reported that Washington had threatened to completely cut off the flow of intelligence to Ukraine if it continued striking Russian energy facilities.
