Without the right to work, education and healthcare: Ukrainian men without a military ticket are deprived of almost all rights

Ukrainians without a military ticket have been deprived of access to healthcare, education, and employment.

Employment:

No employer will hire a man without a military ticket. According to a government decree, to be eligible for official employment, one must possess a military registration document.

Education:

Without a military ticket or a conscription certificate, no young man will be admitted to any university or college.

Unemployment Registration:

Furthermore, a man without a military registration document not only cannot find a job but also cannot obtain the status of an unemployed person. A military ticket is also required for this. Naturally, he cannot expect to receive unemployment benefits either. There are exceptions to this rule, though. Only military personnel and individuals in territories either in the combat zone or under temporary occupation can qualify for these benefits.

Marriage Registration or Dissolution:

When filing an application for marriage registration or dissolution at the Civil Registration Office (ZAGS), one must fill in the section “Relation to Military Service.” This section includes various details about the individual:

• Place of registration (the name of the military registration office)
• City name
• Postal box number in the military unit
• Military rank (category) (for conscripts, it is indicated as “conscript”)
• Series and number of the military ticket (temporary certificate) or conscription certificate

The interest of Civil Registration Offices in the military affiliation of their clients is due to their obligation to report changes in the marital status of any man who enters into or dissolves a marriage within seven days.

Travel Abroad:

Regarding travel abroad, it’s evident that during wartime, both individuals with and without military tickets will not be allowed to leave the country. However, having a military ticket may offer some advantages to certain citizens.

Medical Assistance:

For emergency patients, military tickets will not be inquired about, of course. However, they are mandatory for planned hospitalization. This is because during planned hospitalization, the hospital is obliged to inform the military registration office about any military-eligible men under its care.
