Although yesterday, Cabinet representative in the Rada Taras Melnychuk wrote that a decision had been made to allow boys “up to 22 years old inclusive” to leave the country.
But in reality, the document says that “citizens of Ukraine aged 18 to 21 inclusive will be able to freely cross the state border of Ukraine.”
That is, at 22 years old departure will be prohibited, despite the promises of the Cabinet.
At the same time, the resolution has not yet been officially published.

Meanwhile, MP Alexander Fedienko reported on his Telegram channel that the resolution of the Cabinet on leaving the country for boys up to 21 years old, and not 22, published by Honcharenko, is technical. Fedienko accused his colleague of “populism.”
“Officially, the Cabinet has not yet printed the resolution about 18–22 years. Oleksii simply leaked a technical document online. Many MPs saw it yesterday, but only one leaked it,” wrote Fedienko and urged to wait for the official document.
He did not specify which option was ultimately adopted — up to 22 years old, as promised, or up to 21, as Honcharenko wrote.
In turn, Honcharenko insists that the Cabinet adopted the resolution in the version he published — allowing departure for boys up to 21 years old inclusive, and not 22.
“There are no technical resolutions. This is the very resolution that the Cabinet voted for yesterday. No changes were introduced verbally. If they are now editing and rewriting something there, and will allow 22-year-olds to leave — that’s great. They got scared,” Honcharenko wrote.
Earlier, the State Border Guard Service reported that under the new rules, for traveling abroad, Ukrainian men will need a military registration document in paper or electronic form.
