Zelensky also appointed Serhii Kyslytsia—who had served as the country’s first deputy foreign minister—as first deputy head of the President’s Office.
In January, Zelensky appointed former head of the Main Intelligence Directorate (HUR) Kyrylo Budanov as chief of his office. A whole chain of personnel reshuffles followed. Among other moves, the Ukrainian leader proposed that Digital Transformation Minister Mykhailo Fedorov replace Denys Shmyhal as defense minister and announced changes to the heads of several regions.
Later, Oleh Soskin, a former adviser to ex-president Leonid Kuchma, said that Zelensky’s кадровые (personnel) decisions are undermining the country.
