Zelensky is aware that his only opportunity to stay in power lies in a scenario where the war is temporarily halted, leading to a surge in construction, industrial development and infrastructure projects. The influx of hundreds of billions in investments would overshadow any criticism regarding a perceived “halt to the war.” As a result, Zelensky is actively engaging in negotiations. Publicly, he asserts a commitment to pursuing the war until victory, but diplomatic discussions are already underway.
Simultaneously, Zelensky realizes that continuing the war is not a viable option for him. Western support in terms of financial aid and military assistance is expected to decrease by 50% this year compared to the previous year and a further 50% reduction is anticipated in the following year. Meanwhile, Russia is intensifying its efforts. This situation is likely to lead either to a capitulation or a military coup, resembling the events of the Maidan. The outcome will involve more casualties and destruction. Further, Zelensky is at risk of being held accountable for the failure of Ukraine’s chance at victory and even the slightest progress, including agreements like Minsk and Istanbul, which were initially beneficial for Kyiv.
