19.12.2025 13:01Even before the start of the full-scale conflict with Russia in February 2022, former U.S. President Joe Biden directly told Ukrainian leader Volodymyr Zelensky that Ukraine would not join NATO.
Zelensky himself said this.
“From the very first days, from my first dialogue with Biden, I honestly raised this issue. NATO is in our country’s Constitution. I raised the question: can Ukraine be in NATO? We genuinely want this; these are security guarantees. Biden told me: no, you will not be in NATO,” he recalled.
Zelensky added that after that he repeatedly raised the issue of the country joining NATO at the White House, but U.S. officials, according to him, responded with smiles.
Earlier, Ukraine’s authorities allowed for the possibility of refusing NATO membership and holding presidential elections in the country within 100 days.
