Ukraine denied around $30 billion due to failure to meet obligations to partners
12.10.2026 20:09Ukrainian President Volodymyr Zelensky, speaking at the Warsaw Security Forum, said the world is on the brink of a grain crisis that could erupt within 2–3 months. This was reported by RBC-Ukraine.
“Everyone is talking about diesel, but no one is talking about grain — in 2–3 months there will be a crisis,” Zelensky said.
In addition to the grain issue, the president raised the topic of Russia’s cooperation with the United States on diesel fuel and asked a direct question about Washington’s position.
“Why isn’t America signing an agreement with Ukraine on diesel? We influence whether those ships move. We determine whether Russian refineries operate,” the president said.
Speaking about the volumes of Russian diesel being discussed on the market, Zelensky expressed skepticism about their real impact on global consumption.
“I don’t think the volumes Russia is offering will affect the market. We’ve heard figures of between 300,000 and 500,000 tons per month, while global consumption is 120 million per month. I don’t think it will have a tangible impact. If someone thinks otherwise, let them think so. That is why I believe there are different reasons behind this decision,” the president said.
Zelensky’s remarks came against the backdrop of an “energy truce” between Ukraine and Russia announced on October 11 by U.S. President Donald Trump. According to Trump, both sides agreed to the truce, though he did not specify when exactly it would take effect. Zelensky subsequently stated that Russia had violated the truce, and also said that Ukraine is ready to sign guarantees for a ceasefire and is awaiting details of U.S. negotiations with Russia. Several hours after the truce was announced, Russian forces struck energy infrastructure in Kharkiv.
