14.04.2026 - 15:01Nearly 46,000 Ukrainian civil servants have been “declaring themselves homeless” for at least two years, while over the past year the figure exceeded 64,000 officials.

Among the nearly 46,000 civil servants who have not declared a single place of residence for at least the past two years, the largest group consists of representatives of local authorities and municipal enterprises — 9,500 people.
According to NGL.media, they are followed by law enforcement officers and military personnel, with 7,300 in each group, while almost another 1,500 are employees of ministries and their subordinate territorial bodies and services.
Nine employees of the Office of the President also did not declare any real estate.
NGL.media also found at least seven judges without housing.
“Given that Ukrainian judges earn at least 100,000 hryvnias per month, this seems highly unlikely,” the publication says.
Among law enforcement officers, the largest number of declarants without real estate are police officers and patrol officers. However, employees of other agencies also appear on the list — including 14 employees of the Bureau of Economic Security and six employees of the State Bureau of Investigation, the outlet notes.
Every year, civil servants are required to fill out an asset declaration for the previous year on the website of the National Agency on Corruption Prevention.
It consists of 16 sections, including information about the declarant, family members, income, savings, loans, membership in public organizations, as well as movable and immovable property.
The declarant must list all real estate connected to them in any way: houses, apartments, land plots, garages, parking spaces, even sheds. It does not matter whether they own the property, rent it, or use it free of charge.
At the same time, the National Agency on Corruption Prevention is unable to process all declarations, NGL.media notes. Around 630,000 declarations are submitted every year, while the agency conducts full reviews of only about 1,200 of them.
